Mike introducing guests at the Commemorative Session in Williamsburg Letter from Mike: Dear Friends, With just over three weeks of session behind us, we are moving through legislation at a rapid pace.  After getting my first bill through the full house last week, we’ve had several additional successes in the last few days including HB 10, a BPOL reform bill which was a major initiative in my campaign.  Also, my Tourism Project revenue bill made it through the Finance subcommittee with a unanimous vote and HJ 96, a joint resolution regarding Flounder size limits, passed unanimously through the Chesapeake subcommittee of ACNR.  After clearing a Commerce and Labor subcommittee and full committee this week, my Energy Policy bill passed the second reading on the House floor this afternoon.

This entry in the New York Times "Disunion" blog asks readers to examine the aftermath of Emancipation: "Was freedom, narrowly construed, enough? Was freedom simply a license, the right to make choices, however constrained, as white planters claimed? Or did freedom extend to the ballot box, to education, to equality of opportunity? And who defined freedom, and what did it mean to 19th-century African-Americans, both under slavery and after the war?" Gregory P. Downs and James Downs outline current historical arguments on the matter and present a reading list for those interested in learning more about the difficult Reconstruction period. Register by Feb. 13 to vote in March Republican Presidential Primary

The last day to register to vote in the March 6 Republican Presidential Primary is Monday, Feb. 13.

All York County polling places will be open from 6 a.m.-7 p.m. on March 6. A list of candidates is available at www.yorkcounty.gov/voting. Sample ballots are also available.

The Constitution of Virginia requires that you be registered in the precinct in which you live in order to be qualified to vote. Qualified residents who will be 18 years old on or before Nov. 6 may register to vote in this election.

Registered voters who need to change their address may do so by completing, signing, and submitting a voter registration application or their voter card. The deadline to change registration information is also Monday, Feb. 13. If a registered voter's address has changed, the voter should update his/her address to ensure he/she remains qualified to vote.

Any qualified resident of Virginia may apply to register to vote or to update their registration information at the places and times listed below: 

1.      Voter Registrar's Office, 224 Ballard St., County Admin. Center, Yorktown, Monday-Friday, 8:30 a.m. to 5 p.m.

2.      York County Library (Tabb Branch), 100 Long Green Blvd., Tabb; York County Library (Yorktown Branch), 8500 George Washington Memorial Hwy, Yorktown (registration is available during library hours; Feb. 13 library hours are 10 a.m. to 9 p.m.)

3.      Griffin-Yeates Center, 1490 Government Rd., Williamsburg, Monday-Friday, 8:15 a.m. to 5 p.m.

Applications and updated information may also be mailed to the Registrar's Office, P.O. Box 451, Yorktown, VA 23690.

If residents complete a registration application provided by a voter registration drive, they should contact the Registrar's Office to ensure that their application is received by the Registrar's Office in time.

The Registrar's website contains registration applications, polling place locations, district information, absentee ballot information, and contact information.

Absentee voting is available for those who will be out of their precinct on March 6, those who are unable to go to their polling place because of an illness or disability, and those who otherwise qualify to vote an absentee ballot. The deadline to apply to vote absentee by mail, email, or fax is 5 p.m. on Tuesday, Feb. 28. The deadline to apply to vote absentee in person is 5 p.m. on Saturday, March 3. In order to accommodate those who wish to vote absentee in person, the Registrar's Office will be open Saturday, March 3 from 9 a.m. to 5 p.m.

The law permits emergency absentee voting in a few, very limited situations until 2 p.m. on Monday, March 5. For more information on emergency absentee voting, call the Registrar's Office at 890-3440.

Any voter age 65 or older or physically disabled may request a ballot from an officer of election outside the polling place but within 150 feet of the entrance to the polling place. On March 6, persons who fit these qualifications and who wish to vote outside the polling place can call the Registrar's Office at 890-3440 and we will alert the polling place that a voter who wishes to vote outside the polling place will be arriving.

Unofficial statewide election results – including York County election results – will be available at www.sbe.virginia.gov as they are reported after the polls close March 6.
